Indian minoxidil brands vs Kirkland and Rogaine: same drug, a fraction of the price?

If you live in the US, UK, Canada or Australia and pay $25 to $45 a month for Rogaine or Regaine foam, someone has probably told you to order minoxidil from India instead. I have used Morr F 5%, an Indian minoxidil and finasteride solution, 1ml twice a day since 30 November 2019, so I checked what is in each bottle, who inspects the factory, and what the price gap looks like per ml.

This is personal experience plus public information from labels, regulators and retailer pages, not medical or legal advice. Talk to a dermatologist about treatment and read your own country's import rules before you order anything.

The short version

Same molecule, different bottles. What changes is the liquid the minoxidil is dissolved in, who checked the factory, and the price. The surprise: Indian brands are a fraction of the price of Rogaine and Regaine foam, but they are not cheaper than Kirkland. What India has that the US shelf does not is minoxidil with a little topical finasteride mixed in, for about $7 a bottle.

Same drug, yes. Same recipe, no.

Rogaine 5% solution is minoxidil 5% w/v in alcohol 30% v/v, propylene glycol 50% v/v and purified water, per the FDA label. Kirkland Signature 5% lists the same three inactive ingredients without percentages, is labelled by Costco Wholesale, and was approved by the FDA as a generic of Rogaine. Rogaine 5% foam, sold as Regaine for Men Extra Strength foam in the UK, is ethanol, water, glycerol, fatty alcohols, acids and propellant, with no propylene glycol at all.

Now the Indian bottles. Morr F 5% (Intas) is minoxidil 5% w/v plus finasteride 0.1% w/v in what the box calls a lipid solution; retailer listings mention ethanol and propylene glycol but nobody prints percentages. Tugain 5% (Cipla) is minoxidil 5% with absolute alcohol 30% v/v, in a spray bottle. Mintop Forte 5% (Dr. Reddy's) is minoxidil 5% with absolute alcohol 20%. Neither states a propylene glycol figure.

Propylene glycol is the usual cause of the burning and flaking people blame on minoxidil, and 5% solutions need more of it than 2%, so if a brand will not print the figure you find out on your scalp.

Who checks the factory: CDSCO, FDA and MHRA

India's national regulator is the Central Drugs Standard Control Organisation, CDSCO. It approves drugs; the state where the plant sits licenses the factory. Good manufacturing practice lives in Schedule M of the Drugs and Cosmetics Rules, and a stricter revised Schedule M became mandatory for every plant from 1 January 2026. CDSCO's record is mixed: it has complained about states licensing drug combinations it never approved, and Indian-made cough syrups were linked to child deaths abroad in 2022 and 2023 and at home in 2025. None of that is about minoxidil, but it is the system a Morr F bottle comes out of.

In the US, each generic minoxidil solution went through an FDA application comparing it to Rogaine. FDA guidance lets a maker skip human bioequivalence studies if the product matches Rogaine's active ingredient, strength and form and has no inactive-ingredient change that could affect how much drug reaches the skin. Kirkland matches. Mintop at 20% alcohol and Morr F with finasteride mixed in do not, so nobody has shown an FDA or MHRA reviewer that they deliver minoxidil the same way. In the UK, the MHRA lists Regaine foam as General Sale, so it can sit on a supermarket shelf.

The companies are not fly-by-night. Intas owns Accord Healthcare, a major generics supplier to the NHS; Cipla's Goa plant cleared a US FDA inspection in April 2026. But the FDA inspects plants making US-bound products, not necessarily the line that fills Morr F. PharmEasy gives the Morr F maker's address as Intas, Matoda, Ahmedabad, the site the FDA put on import alert in December 2023. I cannot tell whether the minoxidil line was involved.

What it costs per ml, October 2026

Prices are what I saw on 7 October 2026 on the site named, converted at ₹96.5 to the dollar and ₹128 to the pound. A solution user at 1ml twice a day gets through 60ml a month; a foam user at half a capful twice a day gets through about 60g.

Brand Country Maker Form PG / alcohol Pack size Price as of Oct 2026 Approx price per ml
Kirkland Signature 5% US Labelled by Costco Wholesale Solution, dropper PG and alcohol, percentages not printed 6 x 60ml Check the current price; Costco's page would not load for me, deal trackers recorded $13.99 to $16.99 in 2025 About $0.04 to $0.05 (₹4 to ₹5) at those 2025 prices
Rogaine Men's 5% foam US Kenvue Foam, half capful No PG, ethanol based 3 x 60g (2.11 oz) Around $49.97 on Amazon.com About $0.28 per g (₹27)
Regaine for Men Extra Strength 5% foam UK Kenvue Foam, half capful No PG, ethanol based 3 x 73ml (60g each) Around £90.17 on Well.co.uk; Boots blocked me, others list it lower, check the current price About £0.41 per ml (₹53)
Morr F 5% India Intas Solution with finasteride 0.1%, dropper PG and ethanol listed, no percentages 60ml Around ₹646 on PharmEasy, ₹765 on Tata 1mg (MRP ₹850) ₹10.77 to ₹12.75, about $0.11 to $0.13
Tugain 5% India Cipla Solution, spray Alcohol 30% v/v, PG not stated 60ml Around ₹909.71 on PharmEasy (MRP ₹1,057.80) ₹15.16, about $0.16
Mintop Forte 5% India Dr. Reddy's Solution, dropper Alcohol 20%, PG not stated 60ml Around ₹1,177 on Tata 1mg (MRP ₹1,310) ₹19.62, about $0.20
Minoxihead India Asher Pharma Oral tablets, not a topical Not applicable Strips of 10 Check the current price; no 5% solution found on any Indian pharmacy site Not applicable

Per month, that is roughly $6.70 to $7.90 for Morr F, $9.40 for Tugain and $12.20 for Mintop Forte, against about $16.70 for Rogaine foam at the Amazon three-pack price and about £30 for Regaine foam at the price I saw. In pounds, Morr F is £5 to £6 a month. Buy foam one can at a time and you are in the $25 to $45 range.

Then there is Kirkland. At $16.99 for six bottles, the last warehouse price a Costco tracker recorded, it is under 5 cents a ml, about ₹4.50. Even if that has doubled, it beats Morr F. Indian minoxidil feels cheap to Westerners because the comparison is always with the brand foam, never with the store generic.

Six years on an Indian brand

Morr F 5%, 1ml morning and night, since 30 November 2019. I took finasteride 1mg alongside it, cut that to 0.25mg at day 54, and stopped the finasteride tablets in 2022. The minoxidil never stopped. What the first year did is in the 1 year results post, photos included. The only minoxidil side effect I logged early on was itching, and it went away with continued use.

What r/tressless users report

In a September 2026 thread asking for minoxidil under ₹600, one user called Morr F "costly" at ₹750, and others pointed to Jan Aushadhi, the Indian government's chain of generic pharmacies, which sells minoxidil 5% plus finasteride 0.1% for ₹216 "if you are comfortable with alcohol based solution". A user who switched from Morr F reported "mild scalp irritation for a few minutes after applying". A Tugain user in April 2026 had eye twitching and irritation and suspected the "propylene glycol based formulation"; one reply came from someone whose skin "can't tolerate the foam or the alcohol versions", another from someone who switched after "the earlier mintop gave me a bad reaction".

An August 2026 post titled "Y'all are insane to buy Indian generic meds" came from an Indian who only buys Cipla, Dr. Reddy's or Sun Pharma. Replies split between "stop fearmongering" and "there's a thick layer of scammers around these products so you don't know if you're grabbing the real deal". I looked for leaking bottles and bad droppers for these brands and found no posts. That is not proof it does not happen, only that nobody wrote it up.

Where the savings can bite you

Import rules

In the US, minoxidil has been over the counter since the 1990s, and the FDA says "in most circumstances, it is illegal for individuals to import drugs into the U.S. for personal use", with discretion for a 3-month supply of an unapproved drug for a serious condition with no US alternative. Minoxidil 5% is on every pharmacy shelf, and Morr F also contains finasteride, prescription-only in the US, so this is not what the policy was written for. In the UK, the MHRA has said personal imports need no notification and about 3 months' supply is reasonable; that statement is from 2015 and I could not find it on gov.uk, so treat it as background, not permission. Health Canada says residents generally cannot import prescription drugs, including by mail, and finasteride is prescription-only there; Australia's TGA scheme allows 3 months' supply per order but needs an Australian prescription for prescription-only ingredients.

No pharmacist

In India minoxidil is a Schedule H drug on paper, meaning prescription-only. In practice the same bottle arrives by 10-minute delivery app. Either way, nobody between the Indian warehouse and your scalp has checked whether it suits you.

Counterfeits

The further a bottle travels from a licensed Indian pharmacy, the less anyone can say about it. The reseller sites that ship to the West are not the pharmacies I use. If you want an Indian brand, buy it in India, or from someone you trust who did.

Propylene glycol irritation

If you moved to foam because solution made your scalp burn, going back to an Indian solution with an unstated propylene glycol content is a step backwards. Alcohol-free Indian versions exist, but they cost more and you still cannot see the full recipe.

No refunds

Indian pharmacy sites mark these bottles as not returnable. A leaked bottle, a seized parcel or a batch that stings is your loss. At $7 a bottle that is a cheap lesson. At $70 with courier fees, less so.

FAQ

Is Indian minoxidil as good as Rogaine?

The minoxidil is the same molecule at the same 5% strength. The vehicle differs, and no Indian brand has shown a Western regulator that its solution delivers minoxidil to the scalp the way Rogaine's does. Six years on Morr F has worked for me, but "as good" has not been tested head to head.

Is Kirkland minoxidil the same as Rogaine?

Close to it. Kirkland 5% solution lists the same inactive ingredients as Rogaine 5% solution and was approved by the FDA as a generic equivalent. Rogaine foam is a different product with no propylene glycol.

Why is minoxidil so cheap in India?

The molecule has been off patent for decades and costs little to make. Indian prices are set in rupees for Indian wages, with government generic stores like Jan Aushadhi pulling the market down. The expensive part everywhere is the Rogaine or Regaine name and the foam can.

Is it legal to import minoxidil from India?

It depends where you live and whether the bottle contains finasteride. The FDA says personal import is illegal in most circumstances and uses discretion only for drugs with no US alternative. The MHRA has treated small personal imports as acceptable, Canada generally does not allow residents to import prescription drugs by mail, and Australia requires a local prescription for prescription-only ingredients.
